Richelieu Lyceum was the first college established in Odessa. It was created after Emperor Alexander the 1st Decree in 1817. The idea to create the lyceum belonged to Governor de Richelieu.
In 1865 the college was reformed into a university. Later it became Odessa National University.
Until 1857 the lyceum had occupied the two two-floor buildins (16 Deribasovskaya Street and 17 Lanjeronovskaya Street) built in 1817-1818 by architect F.Shal. Later another building was added in the middle at 14 Yekaterininskaya Street joining the two older ones together, and a campus was created.
When the college moved to 2 Dvoryanskaya Street, merchant W.Wagner bought the building, hence the name.
Richelieu Lyceum was reopened as a high school in 1989 at 5 Yelisavetinskaya Street.
