A.Novikov was the grandson of famous Odessa merchant and businessman I.Novikov who had founded a ropery in Odessa in 1806.
The palace was built in 1876 by architect F.Gonsiorovskiy.
Odessa Local History Museum occupies the building presently. There are several exhibition halls dedicated to different eras. Old cannons and the remains of the monument to Catherine the Great can be seen in the courtyard. A while ago the four other statues of the monument were here too. Now the monument has been restored. The statue of the empress was cast anew and the other four ones were simply put where they belonged. The upper part of the old empress’s statue stayed here in the museum.
